Uniforms

Uniform: Defined as a distinctive style of dress.

NJROTC Uniform Promotes – (Four Elements) morale, pride, discipline, and effectiveness of the NJROTC program.

NJROTC Uniform vs. Active Duty Navy Uniform - Same as active duty with certain exceptions.

Key Elements of the Uniform – Neatness, cleanliness, safety, and military image.

Uniform Smartness – Wearing the uniform with pride reflects positive credit upon your NJROTC unit, school, family, community, the U.S. Navy and country. (The same applies to your conduct)

Civilian Clothes - Uniforms items must not be worn with civilian clothing. Civilian clothing items such as jackets must not be worn with the NJROTC uniform.

NJROTC Uniform Policy – Every cadet will wear the complete uniform on uniform days from the time they leave their home in the morning until they return home that day. Cadets may change after 2:15 pm if they are staying for a physically demanding after school activity such as soccer, football, baseball, basketball, or drill practice.

No exposed articles – No articles such as pencils, pens, watch chains, jewelry, combs, or similar items.

Uniform of the Day - The uniform to the day is the uniform your SNSI/NSI directs to be worn on any given day. (Example: the Uniform of the Day on Mondays is the PT uniform).


Care of the Uniform


Keep the uniform clean, neat, and in good repair.

Always keep your uniform on a hanger when not actually wearing it.
Keep it on a hanger until it goes to the dry cleaners.

Press your uniform after each time you wear it. (Ask Dry Cleaners for Military Ceases)

Do not carry heavy items in pockets: it destroys the shape of the uniform

Insignia and devices shall be bright and free from tarnish and corrosion.


Personnel Inspections


On inspection days, cadets form up for their platoon inspection and are graded on the appearance of their uniforms, their display of knowledge, and their precision of the drill movements.

Cadets can be counted off for any number of details. Common problem areas include:
- Improper hair cuts/hair touching the collar.
- Misplaced ribbons/badges
- Dirty uniforms
- IPs (Irish pennants--"strings" that hang loose from shirt seams, buttons, etc.)
- Misplaced rank
- Missing uniform elements (i.e. cover, belt)
- Lack of knowledge
- Incorrect execution of drill movements


Uniform Items/Placement


Covers/Caps – Clean and worn squarely on the head with the bottom edge horizontal to the deck. Per First Coast High School policy covers will only be worn during uniform inspections. When not being inspected the cover (Garrison Cap) will be placed under the cadet’s uniform belt on the right side. This is how it should be worn throughout the school day.

T-Shirts – All cadets must wear a crew neck clean white T-shirt under their uniform shirt at all times.

Shirts and Trousers – Shall be pressed, wrinkle free, no Irish Pennants, no lint, no stains, proper fit.

Belt buckles/Belt Tips – Shall be shined and free from scratches. Polish residue shall be removed.

Socks – Uniform socks shall be black plain knit or rib knit socks.

Shoes – Kept well shined and in good repair. Laced inside out through all eyelets. Use leather Dye on the soles of shoes.

Garrison Cap Anchor – Worn on the left side of the cap. The anchor is center 2 inches from the front of the cap and 1 ½ inches from the bottom of the cap.

Rank Insignia – Worn on the right collar. The insignia is centered 1 7/8 inches from the tip of the collar.

JROTC Bar - Worn on the Left collar. The insignia is centered 1 7/8 inches from the tip of the collar.

Name Tags – Worn ¼ inch above and centered on the right pocket buttonhole.

Ribbons - Worn ¼ inch above and centered on the right pocket buttonhole.

Service Stars – Worn ¼ inch above the top row of ribbons. One star centered. Multiple Stars ¼ inches apart.


Personal Appearance and Grooming
Men

Hair - Neat, clean, Trimmed and present a well groomed appearance

  • Above the ears and around the neck: must be tapered upward ¾ inch and outwards no greater than ¾ inch.
  • No longer than 4 inches and no more than 2 inches in bulk.
  • Bulk and length must in no way interfere with the proper wear of the garrison cap.
  • Plaited or braided hair is unauthorized.
  • Only on part in the hair is authorized.
  • Hair must not show under the brim of any uniform cover (hat).

Side Burns - Neatly trimmed shall not extend below a point level with the middle of the ear. Not flared out and end with a clean shaven horizontal line.

Mustaches: No portion shall extend below the upper lip line.
- No portion below the horizontal line extending across the corners of the mouth.
- No more than ¼ inch beyond a vertical line draw from the corners of the mouth.
- No other facial hair is permitted.

Fingernails – Will not extend beyond the fingertips.
Earrings/Studs - Will not be worn.

Necklaces – Can be worn be must not be visible.
Rings – One per hand only.

Wristwatch/bracelet – One of each is authorized, but not ankle bracelets.


Personal Appearance and Grooming
Women

Hair – Neatly shaped, clean, and presents a well-groomed appearance

Lopsided and extremely asymmetrical haircuts are not authorized.

Braids if worn must be neatly secured to the head and may not dangle free at any point.

- May touch, but cannot fall below lower edge of the collar.
- No than 2 inches in bulk.
- Bulk and length must in no way interfere with the proper wear of the garrison cap.
- Hair must not show under the brim of any uniform cover (hat).

Hair Ornaments – Must be similar to hair color.

Cosmetics – Must Blend in with skin color.

Lipstick – Shall be conservative

Fingernails – Will not be excessive in length.

Nail Polish – Shall complement the skin tone.

Earrings/Studs – One per ear centered on the earlobe. Must be a small gold or silver ball.

Necklaces – Can be worn must not be visible.

Rings – One per hand only.

Wristwatch/bracelet – One of each is authorized, but not ankle bracelets.


Summer Blues


1. The Rank & J-Bar should be positioned 1 7/8” in from the end of the lapel.
2. The Anchor/Rank should be positioned 1 1/2” above the bottom of the cover and it should also be positioned 2” out from the center.
3. The Ribbons, Stars and Name Plate should be positioned 1/4” above the top of the pocket.


Winter Blues


1. The J-Bar should be positioned 1 1/2" from the front edge of the collar and centered 1"down from the upper edge of the collar.
2. The Rank should be positioned 1" from the front edge and 1" below the upper edge of the collar.
3. The Anchor/Rank should be positioned 1 1/2” above the bottom of the cover and it should also be positioned 2” out from the center.
4. The Ribbons, Stars and Name Plate should be positioned 1/4” above the top of the pocket.
5. Females: The neck-tab should be positioned in the middle of the collar and centered equally.
6. Males: The neck-tie should be tied correctly, centered on the collar, and should not come lower than the belt or belt buckle.

Dress Blues

1. The Rank & J-Bar should be positioned 1/2” up from the bottom of the lapel.
2. The Anchor/Rank should be positioned 1 1/2” above the bottom of the cover and it should also be positioned 2” out from the center.
3. The Ribbons, Service Stars, & Name Plate should be 1/4” above the top of the pocket.


Working Khaki

1. The Rank & J-Bar should be positioned 1 7/8” in from the end of the lapel.
2. The Anchor/Rank should be positioned 1 1/2” above the bottom of the cover and it should also be positioned 2” out from the center.
3. The Service Stars/Name Plate should be positioned 1/4” above the top of the pocket.
4. NO SPECIAL AWARDS OR RIBBONS SHOULD BE WORN!
5. Shoes, brass, and other items should be properly polished and free of debris.


Spit Shine

Spread a thick layer of paste polish over the leather to be spit shined.  Allow it to dry for 5 minutes. Wrap a soft, clean cloth around your index finger so you have a smooth area on the end of your finger and dip it in water so it is thoroughly wet but not dripping (see note 1 below).

Using a small circular motion (see note 2 below), buff the dried polish with the wet cloth until a shine starts to develop.  Then, still using the damp rag on your finger, apply a fine layer of polish in a circular motion and keep on rubbing lightly until a hazy shine develops. Keeping the rag damp, build up the shine with thin layers of polish applied in circles with light pressure until a glossy shine develops.

When sufficient shine has developed, use a clean, dry, soft cloth to give it a final buff and remove any last haze.

NOTE:

(1) The reason you use a wet cloth is to stop the fine coats of polish sticking to the cloth and to encourage the polish to stick to the leather. You want to keep on building up thin layers of wax until you have a completely smooth surface that gives the glossy shine.

(2) After the first heavy coat of polish you must use minimal amounts of polish to build up the shine. If you use too much polish, the solvent in the polish you are applying will dissolve the base you have already built up and you will have to start again in that area.
